Australia's Gambling Harm Underreported as Regulatory Failures Persist

Investigations reveal that Australia's gambling-related harm, including suicides, is underreported, and regulatory failures continue to exacerbate the crisis. Urgent reforms are needed to protect vulnerable populations.
Recent investigations, including ABC Four Corners' exposé, have shed light on significant issues within Australia's online gambling regulation. Despite the known harms associated with gambling, regulatory oversight remains weak, with allegations of a revolving door between regulators and industry, ongoing political donations from betting companies, and conflicts of interest that hinder effective enforcement. These shortcomings allow unethical practices and predatory behaviors by operators to flourish, further exacerbating gambling-related harm.
Research indicates that gambling harm, such as increased suicide rates, is systematically underreported. A 2023 study revealed that at least 4.2% of Victorian suicides between 2009 and 2016 were linked to gambling issues, including cases where evidence pointed directly to gambling-related causes, as well as cases involving partners of gamblers. This likely underestimates the true scope of harm due to inadequate systematic investigation.
Australians are among the world's most active gamblers on a per capita basis, with 2024 recording the highest gambling losses ever at A$32 billion. The industry benefits from addicted consumers, and research shows that operators often target the most vulnerable with inducements, which amplifies harm.
The most harmful form of gambling—electronic gaming machines or pokies—has been recognized for over 15 years as requiring mandatory pre-commitment systems, where users set loss limits through account registration linked to gambling cards. Yet, no Australian jurisdiction has implemented such measures, despite repeated promises and ongoing resistance from industry lobbyists.
Emerging evidence suggests that the scope and severity of gambling-related harm are worse than previously understood, especially regarding suicide. Our latest research explores how the gambling ecosystem—including operators, leagues, and broadcasters—perpetuates harm, often blaming the so-called 'flawed consumers' instead of addressing the industry's role.
The stigma and shame associated with gambling disorders hinder recognition and intervention. Current arrangements tend to blame individuals rather than scrutinize the practices of commercial entities that drive harm. Policy reforms are needed to address this imbalance, such as banning political donations from betting companies and ensuring proper regulatory oversight.
Legislative fragmentation and inaction impede meaningful change. The federal government has acknowledged responsibility for online wagering but lacks the regulatory authority, leaving oversight to states. Calls have intensified for a centralized, well-resourced national regulator capable of monitoring and enforcing standards across all gambling sectors.
Despite the Australian government's 2023 recommendations to curb gambling harms, action remains insufficient. Leadership must prioritize implementing reforms—similar to measures taken against tobacco—to protect the public and prevent preventable deaths linked to gambling. Delay not only prolongs suffering but costs lives.
