The U.S. Department of Health and Human Services (HHS) together with the Food and Drug Administration (FDA) have initiated a broad review of infant formula’s nutritional standards through a program called Operation Stork Speed. This initiative aims to ensure that infant formulas meet the highest safety and nutritional quality by reassessing ingredient levels, increasing testing protocols, and promoting transparency within manufacturing processes.

While nutrient requirements for infant formulas are currently reviewed periodically, the last comprehensive evaluation was conducted in 1998. With Operation Stork Speed, these standards are being revisited to incorporate the latest scientific research and international data. The FDA is seeking public input via a Request for Information (RFI), which invites comments on potential updates to nutrient minimums and maximums, consideration of additional nutrients, and how these changes could positively impact infant health outcomes.

Public comments can be submitted electronically or in writing until September 11, 2025. Additional details about the RFI can be found on the Federal Register website. Alongside this, the FDA is expanding its testing procedures to include more rigorous screenings for heavy metals and other contaminants, emphasizing the importance of safety in these vital products.

FDA Commissioner Dr. Martin A. Makary emphasized the importance of protecting vulnerable infants, stating that reliable nutrition standards are essential for their health and development. The agency also plans to convene a panel of expert reviewers in June to gather further insights, with opportunities for public participation.

This comprehensive review and enhancement effort aims to bolster consumer confidence and ensure that infant formulas provide optimal nutrition, safeguarding the health of the most vulnerable children.
