Boosting Health and Mobility with E-bike Incentives

Income-based e-bike rebates in British Columbia are promoting healthier lifestyles, reducing transportation costs, and lowering environmental impact by encouraging more residents to adopt electric bicycles for daily travel.
Recent research from the University of British Columbia highlights how income-based rebates for electric bicycles are positively impacting residents by reducing reliance on motor vehicles, saving money, and promoting healthier lifestyles. The study found that these rebates, ranging from $350 to $1,400 depending on income, have made sustainable transportation options more accessible to lower-income households, encouraging more individuals to choose e-bikes for everyday travel.
Led by Dr. Alex Bigazzi, the research team surveyed over a thousand participants in the B.C. Electric Bike Rebate Program launched in June 2023. The findings reveal that about 60% of participants would not have purchased an e-bike without the rebate, with lower-income groups showing higher responsiveness. Participants increased their weekly e-bike use by an average of 40 kilometers and reduced car travel by 17 kilometers, often substituting car trips for commuting, errands, and shopping. Despite increased e-bike use, most households continued to maintain access to a car, viewing e-bikes as a complement rather than a replacement.
Environmental and economic benefits observed include a 17% reduction in travel-related emissions, a 12% decrease in travel costs, and a 13% boost in physical activity during trips. The rebate program not only lowered e-bike purchase costs by 43%, but also generated significant revenue for local retailers, totaling $8.7 million alongside $6.5 million in rebates.
The study suggests modifications to the program, such as expanding eligibility based on household income, partnering with employers, and prioritizing regions with limited public transit. Interestingly, the enjoyment and fun associated with riding e-bikes emerged as key factors in sustaining their usage over time, highlighting the importance of positive travel experiences.
Overall, the program demonstrated broad societal benefits, including reduced emissions, cost savings, and improved physical activity, making e-bikes a practical and enjoyable transportation alternative for many.
